After a month, I have gotten an update from the support about the created ticket:

It looks like you were still on trial when you originally got in touch with us, and I'm afraid it's not possible for you to enable a budget whilst still on trial. My apologies for the confusing messaging, but the budget should now kick in if you reach your limit of included premium requests.

I was in trial and switched to Pro+, and I don't know if I will encounter the same problem; if so, I will let you know here
